No, U of T does not offer free courses to students from any country. Actually, a big chunk of the student body is from different countries and that policy would probably put the school in the poor house.<\/p>\n The most I think you could get, in the manner of free education, is auditing a class. You can contact a professor and ask if they mind you attending a class and you can sit in and listen.
